One of the best parts about how super powers are wielded in One Piece is that they are almost entirely as useful or useless as the skills of the person making use of them. Even the seemingly all powerful Op-Op Fruit ability is of no value to someone without any medical knowledge.
There is no treating invaluable ability sets like that of Aqua Man (which is everything that one would need to rule over most of a planet mostly covered in water and inhabited by sea life if one wanted to) as 'weak' just because someone has too little creativity to make them work.
